Deuteronomy 27 - There are 12 curses that Israel would experience for disobeying the Lord’s commandments (Vss. 15-26 ESV).
Deuteronomy 28- There are at least 7 blessings Israel would experience for obeying the Lord’s commandments (Vss. 1-13). These blessings were conditional, being indicated by the word “if” (vss. 1, 2, 9, 13, 14, 15).
In our text (28:7-14) the Lord promised (saying, “The Lord will”) victory over Israel’s enemies (v. 7), promised blessings for all their godly endeavors in farming (v. 8a), blessed them in the LAND He was giving them (v. 8b), and establish them as His holy people to Himself (v. 9a). However, these are God’s promises with conditions (“if):
A. “you obey the commandments” (v. 13c)
B. “you do not turn aside from any of the words that I command you today (v. 14a)."
While the Mosaic Law was conditional, the PROMISE to Abraham (Gen. 12) was unconditional. Eventually, all the law was broken which left Israel trapped practicing divination (1 Sam.15:22-23) and thus their prayers were unanswered (Proverbs 28:9). However, the unbroken promise of the Abraham Covenant remains firm, fixed, and solid.
Heb.6:13-19 says."
